L2 missions are like 98% frigs, go with an all-assault setup unless you know you'll be facing tough cruisers:
5x Limos Assault with Bloodclaw
Afterburner, Medium Sh.Booster, Large Shield Extender, 2x hardeners as needed
2xBallistic control

I'd drop one shield extender for ... just about anything that uses less grid. Then i'd get rid of the RCUs in favor of Ballistic Control Units (best) or Power Diagnostic Systems.
You'll do more damage, faster, and nobody should need 3xLSE for level 2 missions :p
/edit -- here is a tech 1 build that almost works in EFT even with no fitting skills at all; most anyone should be able to fit this:

rofl yeah, notice i didn't say your setup sucked rofl just said it could use a tweak for better performance rofl because more damage is always good rofl and if you can get away with PDS over RCU rofl yer always better rofl off rofl ;)

/edit -- oh, and i like shield hardeners over resistance amps if i'm going the +resists route so consider that unless the active hardeners make your cap unstable.

In general I guess it's a matter of which "evil" you prefer... slow speed and weaker damage output, vs a faster ship with less tank and better kill rate that has to warp out once or twice on the hardest of missions.
I use an active-tanked Caracal on L3 missions lobbing missiles from over 100km, and I don't mind having to warp on the harder missions. If your goal is to never warp that's cool, but I enjoy a maximized kill rate with dual BCU IIs and a tiny tank (and the occasional warp-out). I'm usually back in the fray within a 2-3 minutes and enjoying the stream of guided missile death reaching out to touch those hapless NPCs.
